[SOLVED] First Time Building, connot get it run BIOS Or display

My son and I are building our first computer but we can’t get to go into bios mode. Fans run, keyboard lights up, phone will charge when plugged into the USB drive. No display on monitors, with the video card or motherboard. What are we missing.
Components
Psu is a Neo Eco 450W continuous power (This came from our old computer), Motherboard ASRock Z390 Phantom Gaming 4,
Viper patriot DDR4 8GB 2x4,
i5 core 9400F,
Seagate Firecuda 2TB Hard drive,
Video card Radeon 6850 Power Color (This is from our old computer as well)

First clear the CMOS and try booting.
If that does not help, boot with 1 stick of RAM in slot DIMM_A2.
After that try booting with no drives connected to see if you can get into the BIOS.

Still nothing, Just fans spinning, keyboard lights but nothing on the monitor, expect toggling back between HDMI and Analog. Only thing hooked up is my ram and the motherboard. Any other suggestions.

Keep in mind you will need a graphics card with this setup. The Intel Core i5-9400F does not have any onboard graphics.

So with a little bit of patience we got it working for some reason the ram had to be in slot bb1 and aa2 any other combination it wouldn’t turn on. Thanks for the help.
