Reason why
CPU cooler: Since R5 2600 comes with AMD Wraith Stealth CPU cooler, there's no need to buy aftermarket CPU cooler.
Storage: With funds freed up form CPU cooler, you can upgrade your OS drive from slow HDD to fast SSD. While you do loose half the storage capacity, i think much faster loading times are more important to you that extra storage space. Also, you can always buy more drives to increase the storage capacity.
PSU: With the same money RM650x costs, you can go with better efficiency Focus+ 650 (80+ Platinum) PSU. Or if you don't care how much power your PSU consumes then for $92 you can go with Focus+ 650 (80+ Gold) and save another $16 (pcpp).

(All my 3 PCs: Skylake, Haswell and AMD are also powered by Seasonic. Full specs with pics in my sig.)

A bit cheaper and the RX 5700 is better then the RTX 2060. Also put in a NVMe M.2 SSD which is much faster then that HDD.
