First time custom pc build

Hi, this is the first time i am building my own computer and i just wanna ask for you opinions or suggestions.
Some of the questions i wanna ask.
- will there be a huge difference if i use i5 4670k
-will there be a huge difference if i gtx 770 over 280x?
-What psu should i use for this one?
- should i just wait for the next generation gpu's?
-how many fans should i put and where should i place it?

I changed my cpu to 4690k and added the hyper 212 cooler. I decided to change the mobo with gigabyte z97x gaming 3. what can you say about this mobo? Thanks!
 

sorry for the dumb question but are AVR/UPS really a must have?
 
The only time that they are is if you are running an absolutely crucial program or similar which you cannot afford to lose the data for, i.e. large scale research type application or if you are running a server.
