First Time Desktop Build. Need Help!

I am looking at building my first desktop and am looking for some help.
I know all of the basic parts, but the question i have is what to go big on.
I am not a heavy gamer, but just want a fast desktop that i will use with my 50 inch Plasma to browse the internet and stream 1080 movies that i have downloaded.

That being said, I need some major help as this will be my first attempt at doing a build.

this will stream movies 1080p perfectly fine, will be nice and quiet, and can handle some moderate gaming if you want to in the future. i didnt know if you needed windows, so i threw win 8.1 in there just incase.

You can easily look in the toms forum and find many builds from $600-1000. A $1000 pc will last a long time.

Overclocking/Dual GPUs are more of a hobbyist thing. At $1000, you'd want to build intel, like an i5-4670 if not overclocking and a i5-4670k if overclocking. The r9 280 GPU will probably play any game coming out in the next 2 years on ultra settings. The other components are mostly just looking for good deals and you don't have to look up benchmarks or anything for them.

You gave such a broad budget (400-1000) so that means just about anything is an option, but I can't imagine spending more than $600 on core parts for your uses. You may spend a couple hundred on peripherals too.
