This is my first time building a computer. So I am currently trying to come up with a good gaming build to run games like Dota 2 or Ark at 60 fps and above (around high to ultra settings). I am not too sure about the motherboard, or psu . Also is Windows 10 a good idea or should i stick with Windows 8 since there aren't many differences. In case you are wondering about the why i have to much memory, that's because i also do a lot of 3d modeling/rendering. I would like to keep the case the same. I would also like to stick to the red and black theme. My budget is about $1500 give or take. I'm open to all suggestions

Black and Red build, and regarding the operating system I suggest that you go for windows 10 because sooner or later there will be games that uses directx 12 which is exclusive to windows 10:
