First time on Regent

I built my city and, on the second turn, moved my scout 2 spaces north where
I noticed that an enemy civ already had a spearman in his city! How did he
do that? You can't rush build this early on and he couldn't have built it
that fast.

Not all civs get the same units at startup. Perhaps the other civ got the
spearman, just as you had gotten the scout at startup. It's not a random
thing, it's one of the many rules that can be adjusted per civ in the
editor.

Shouldn't happen on Regent, but if you were actually at Monarch,
that would be normal -- they get extra starting units then.
