First Time PC Build: Antistatic help

Hello guys, I have never built a pc before and I am very paranoid about not breaking my expensive components which I had to work very hard to be able to afford. Therefore please don't tell me not to worry because I would rather be safe than sorry. Anyway I bought myself an antistatic wristband, but my case is fully painted, I have no radiators near by etc. I was wondering if I plugged this desk lamp http://www.vdeen.com/UploadFiles/20101221103129100.jpg into my wall socket and turned it off by the switch on the lamp while leaving the mains switch on and attached the crocodile clip to the metal parts on the lamp would I be grounded and would it prevent static electricity.

That would not work sadly as anything that is not directly grounded (There are components in the lamp that prevent a open connection to the ground line).
This may sound silly however if you really have nothing that could ground you, a simple way is as follows:
1. Have all parts ready on the floor (not carpet or fabric of any kind). Tiles are usually best.
2. Strip down to only your underwear.
3. Touch a metal sink tap (the sink's tap is grounded since it runs into the ground)
4. Proceed to build your computer in your nickers

Reason this works is that static only generates USUALLY when fabric such as fleece rub together. Human skin doesn't really generate any static when rubbed against fabric. This would be the simplest way of ensuring...
