First time PC builder, grounding dilemma

Ok, so tomorrow I am supposed to build my new PC, already ordered new components and i got one of those anti static wrist bands... But now i noticed that the case i ordered is fully painted.

Maybe it's a silly question, but can i connect my anti static band to my old PC case while i'm installing my components in the new case?
I also read that i can connect it to plugged in but switched off PSU, but i'm not sure is my outlet grounded. It looks like this:

Yes you can attached the band to your old case, That will work fine, Or just put it on your ankle like everyone else

Never seen the reason to even use one. Just a little common sense like touching metal every now and then, not building on carpet wearing just socks.
