That other guide is more for new systems, there are lots of steps there that would not really apply for an existing system that went down. Only a few issues that cause the fan to start up but nothing else happen (no beeps or anything). Bad motherboard or bad power supply probably cause 95% of this.
Check the motherboard for issues, most often it's bad capacitors, they should all be shiny and flat, if they are puffy or leaking gunk, replace the mobo. If the motherboard looks good, you can try a replacement power supply.
An outside chance that resetting the BIOS may fix this, pull the CMOS battery for about 15 seconds and try to turn it on again.
