Fix wifi connection

Hello,

Know i cant ask for a specific fix but my wifi is crap. My roommates put the router down staris(two story home) because they mostly use it for netflix. But the wifi upstairs is terribel and often disconnects. The box itself is the one you get from cox and is in their entertainment center(bad?)

What can i do to boost the signal and down/up speeds? What do i need to buy?

I don't know what that means. My roommates bought a nighthawk 9000 and speeds have increased but are not close to what we are paying. It should be 150mbps but the highest i got was 17. How can i fix this?
