Question Fix Win 10 "Your device is offline. Try a different sign-in method" from Win 7 dual boot login?

Win 10 was giving me threatening messages about forced updates, so I disabled internet driver before I powered down. On Win 10 reboot I get above message. (logon screen shows internet disconnected). Tried most of the Advanced Solutions that google suggests. Cannot get into safe mode to add a local user to bypass internet checking, because even Safe Mode without internet demands the same logon checking MS servers (?). Is the first basic thing to try turning the internet connection back on, and can I do this from within Win 7 boot which has internet adapter turned on still? Thanks in advance.
