Fixing No bootable device in Pc

How can I fix this? Is the HDD had the problem? Or this happened only for laptops? Because when I search this problem on google, Laptops only shown. I've been trying to fix this CPU but my method only was: Unplug and plug again or pressing: ctrl+alt+del. Sometimes it worked but now, It's getting worst.

Please help me. Right now, I have extracted the HDD from the CPU and try to connect the cables over and over again. . .

Is the harddrive spinning up? They are very fragile and break often.
