Question Flash Drives giving code 38 error when being plugged in for a second time

Hi there, I have never had this problem before. Whenever I unplug a flash drive and plug it back in for the second time or a second flash drive, I get this in device manager.

Windows cannot load the device driver for this hardware because a previous instance of the device driver is still in memory. (Code 38) The driver could not be loaded because a previous version of the driver is still in memory.

Once I restart my pc, it works but the problem still occurs.

I have tried doing SFC but it found nothing wrong.
Tried all my USB ports and they all result in the same.
Tried uninstalling and reinstalling my generic usb drivers in device manager.
Windows 10 fully up to date.
Tried the USB on a different windows 10 pc and it works perfectly fine as intended.

Specs
9900kf
z390 aorus pro
corsair rmx 850gold
corsair lpx (I think its LPX I know its corsair) 32gb @3000mhz
Gtx 3060ti EVGA FTW
All my drivers are up to date.

This could have been a problem for quite some time and I am just now noticing.

What AV are you using?
 
Uninstall BD .......test.
Funny you say that. I just did a test in safe mode, everything works.

some googling came up with plenty of people with the same issue all with BD. Seems to be it’s not sandboxing correctly and I turned my other pc on for 2 minutes so bitdifender might not have updated yet or idk.
If that is the issue hope it is fixed soon .
