Question Flash drives won't work on USB port but keyboard and mouse works fine

I have 2 flash drives 8gb and 64gb work fine on other computers. So I've been my scratching my head all day already about this. I even tried reformatting it but still, the flash drives keep on reconnecting and disconnecting. I am not talking about 15 or 20 minutes interval of disconnecting and reconnecting. It rapidly does this cycle in a second or just two. I am not sure if it's a bios' fault or a motherboard's fault because my USB powered devices like mouse and keyboard works fine.

Machine Info:
CPU
: 3.3ghz i5 intel
Motherboard: H81m-p33
Ram: 16gb ram
SSD/HDD: Toshiba hdd 500gb
GPU: gtx 750ti
PSU: vs450
OS: win10

I already tried steps:
  1. Updating all the drivers of USB from device manager
  2. Switching from different USB ports 3.0 to 2.0
  3. Unchecking the box of Allow the computer to turn off the device to save power (Power Management)
  4. Reformating my PC. Now, even on my fresh win7 and minutes after upgraded to win10 pc it still keeps on disconnecting.

Are you managing the USB drives off the front panel USB ports or the rear ports(or both and see the same issue)? Can you get into BIOS, while the pen drive is connected, and remain there indefinitely...?

Oops sorry I forgot to add the specs of my cpu.. Updated the post now.

I already tried all the ports from front to back even the ports used by mouse and keyboard.. Also used an usb hub still no luck. I haven't tried a usb hub powered externally though because I don't have something like it
