I am desperately looking for assistance, as I am encountering some difficulties while building up my desktop workstation here.
Situation as follow with some screenshots attached.

Motherboard: Asus Prime H410M-E
BIOS version. 0601 (most updated)
CPU: Intel Core i5-10400 with CPU @2.9GHz
RAM: Kingston 8GB
SSD: Samusung SSD 860 EVO 1TB (Formatted in GPT, empty with no OS installed yet)
USB: SanDisk (with a window ISO image formatted using Rufus)
USB: removable DVD drive with a window installation disc

Below are the other settings under the BOOT section under BIOS:

CSM section doesn't allow me to select anything, secure boot only two options in between OTHER OS or WINDOWS UEFI MODE, tried to turn on/off Fastboot and both ended up right back into this BIOS setup screen.
Boot priority section only shows the window ISO image USB, tried to press F8 to select it to boot but doesn't work either.
Totally running out of ideas where is going on...

Noticed that the usb has to be formatted in FAT32 in order to boot as UEFI?
But under RUFUS v.3.11, NTFS is the only option available though
Continue to explore for possibilities....
h8 this UEFI thing

Further update, after using YUMI in order to force it to be formatted in FAT32, the workstation I am building on still not able to boot it and went straight into the BIOS setting screen
omg I am running out of ideas

Any valuable advise will be appreciated.
Are you installing Windows 10 ? You don't need or should use Rufus or anything like that. Just download MCT (Media Creation Tool) from MS and let it download and make bootable USB (grater than 4GB) installation drive that is compatible with all types of windows installation.
Alternatively you can download W10 ISO file straight from MS, mount it and copy all contents to a USB drive formatted to Fat32.

I am not installing the WIN10, I have the legal windows installation disc (retail not OEM), but still the PC not able to boot from the dvd drive (even the bios is not showing under the boot priority), while the dvd drive is work perfectly normal on the old PC.

Then which windows if not 10 ? W7 is hardly going to work even with preinstalled drivers
Vista that is.
So you saying the OS I am trying to install here is the problem causing the bios not able to show my dvd drive under the boot priority, or even messing up other settings as well under bios?

Went to do a quick research and found out with the below

Guess only vista with sp1 will work on the latest version motherboard then.
But I got a question though, if it is a new & clean installation, nothing shows up under the bios boot priority (well except the usb drive) is a normal thingy?
