I am about to purchase a Asus TUF 3060 ti LHR
I have a question
Is it possible to flash Non LHR bios to LHR card
If yes will that unlock eth hashrates?
Also you know how to unlock hashrate limiter,
All ideas are appreciated

You could flash, but mostly it wont work. Nvidia bioses are encrypted now so it's a hit and miss althrough 99% of me would say no.
