Flashing videos play, in what I could only describe as bursts. It's pretty noticeable. It's been happening for a while, but since most stuff I watch is HTML5, it hasn't been too big of a deal. To make matters more complicated, it doesn't always seem to happen.

I believe I've isolated it down to Flash, though. Because I needed to turn off HTML5 on Twitch for some testing, and noticed it was occuring. When I turned it back on, it went away. I was using Chrome. It also happened in Steam when watching trailers.

I'm using Windows 10. Chrome is my main browser. I've tried downloading and re-installing Flash. Everything is updated as early as today (Chrome, nVidia Drivers, Flash).

Anyone experience a similar issue?

A slow or choppy Flash video can cause both frustration and dissatisfaction among viewers. Poor Flash video playback speeds are often caused by a slow Internet connection. But the Flash Player's settings also have an impact on how quickly videos play. When playback becomes particularly slow or choppy, and if you have ruled out Internet speeds as the culprit, Adobe recommends disabling hardware-accelerated scaling. Hardware-accelerated scaling uses your computer's graphics card to help display higher-resolution Flash videos. But this extra processing can also slow down how quickly the video loads and plays.

2. Right-click anywhere in the video and select "Settings" on the Context menu to load the Settings dialog. The Settings dialog appears as an overlay on top of the Flash video player.

3. Click the "Display" tab on the Settings dialog, if it is not already selected.

4. Remove the check mark from the "Enable Hardware Acceleration" check box, and then click the "Close" button to save your changes.

5. Refresh your Web browser tab or window to reload the video with hardware-accelerated scaling disabled.
