Flashing dots all over my screen...help?! (video)

Just finished building my PC. Everything was going good until this started happening: https://www.youtube.com/watch?v=BVcK6GTE3xo

My GPU is an R9 270. These flashing dots seem to be going on all over my screen. I can't see them on light colored backgrounds as much, but as you can see in the video, it is extremely noticeable on a black background. My monitor is an Asus VH228H, and it is connected via HDMI to my GPU.

I have installed all of my drivers (and Windows updates) including the newest driver for my GPU.

Anyone ever encounter a similar problem, or know what could be causing it? Would appreciate some help, thanks!
 
Solution
Have you tried a traditional monitor through Dvi port?
Maybe try a different HDMI cable, or HDMI display!
The video looks like you are getting some static or noise in your signal to the display!
Have you tried your card in another pc?
Maybe you power supply is bunk!
Lots of possibilities...

The flashing white dots just stopped all of a sudden...everything seems to be working good now. Thanks for your answer!
