Question Flashing/flickering textures across monitor when gaming ?

I've been having some odd textures flickering across my monitor while playing Skyrim se and Sims 4. No mods are installed and I've reinstalled the games several times. So far I have changed screen resolution, taken out my graphics card and reinstalled it, updated graphics driver and even rolled back to a previous driver version. I'm fairly new to PC and would really appreciate some help here.
