Question Flashing lights / dots on certain games ?

GTX 1060 / RX 580
Seasonic G550 700 watt
16 GB RAM
Intel Core I5-4460
MSI Z87 MPOWER (MS-7818)
Acer XF250Q Cbmiiprx / some other acer monitor

This happens only when I play certain games.
Games this happens on (That I have tested)

I only have Valorant because I reinstalled windows but it looks the same except sometimes they are different colors.

Apex Legends
ARK: Survival Evolved





Things I have tried
Removed and reinstalled new Display and Graphic Drivers
Deleted Everything Reinstalled Windows
Tried different HDMI
Replaced Monitor
Replaced PSU
Changing GPU to RX 580 (I thought it fixed it but there is still flashing dots) for some reason it got rid of the lights almost completely in some games?
Setting FAN speed to 100 %) temperatures are fine (49 C when in the menu)
Using different card slots in motherboard



Only Solutions I have found
Taking GPU out of the computer and using integrated graphics solves the issue


I don't know if this is the right place to post this sorry if it isn't I can post it somewhere else if needed.

Can you check the gpu's in for instance a friends system?
