Flashing line on startup windows 7 netbook

Hello,
I have a Pendo U1000 that runs windows 7 starter. i get past the pendo start screen, but stops at a blinking line. this is before the windows 7 icon appears. its a netbook with no cd rom drive, i have no start up usb or anything to use. last shutdown was normal
