Flashing Lines on Monitor While Trying to OC

I began getting some weird flashing lines while I was trying to OC my graphics card. Before I even touched anything, I noticed that whenever I would move a window, my monitor would start showing these weird lines across the screen. If anyone know what it might be, please let me know. I would think that it's my graphics card having an issue, but I'm not 100% sure. Whenever I tried to record it using obs, it wouldn't do it.

I have the settings at default and I am still having this problem. The only thing I messed with was power limit. I raised it a small amount, and started to have problems.

I just restarted my system, and it isn't doing it anymore. Would there be a reason why I started having that problem when I was only messing with the power limit?

I reinstalled the drivers, and tried to OC it again, but I had the same problem, and it was even worse than before. I'll upload a video right now. After the lines were flashing for a minute, both of my monitors went black and I had to reset my pc.

I started a ticket with Sapphire, they said that it's probably a hardware related issue, and they were going to have me RMA, however I don't have the invoice from when I bought the item. So, looks like I'll just be stuck for now with a graphics card that I can't OC. Do you have any tips for a new card that I could look to buy if I get one in the near future?
 
Yeah, it does look like it's a hardware issue - something isn't right on the card.

$100-$150: RX 460 - GTX 1050
$150-$200: RX 480 - GTX 1050 Ti/Some 3GB versions of a GTX 1060
$200-350: R9 Fury (older) - GTX 1060
$350-600: GTX 1070
$600+: GTX 1080
