Flashing Lines on the Screen

I wasn't exactly sure where to categorize this so I choose Windows 7 because as far as I can tell this this is a windows 7 problem. When I built my computer everything was running smooth until about a month later there were grey lines flashing on the screen for half a second and then they were gone so I though nothing of it. Then yesterday the screen started going crazy with the grey lines going across the screen completely covering it up for a solid 3-5 minutes making it hard to distinguish what is happening in the game. As far as I can tell the problem is the worst with Cities Skyline and Minecraft. Also the web browser has the same problem but instead of gray lines its seems like something is zooming across a the screen and then distorting and image. This problem is everywhere except for the desktop and all other applications besides games and the web browser. For reference: Cpu i& 4790K, GPU gtx 980 strix, motherboard MSI M-Power, Ram Corsair Dominator platinum in 16 gb, monitor Philips 242G5DJEB. Thanks in advance.
 


I don't think it is because when i play those games at max settings and monitor it with MSI afterburner the video card doesn't go above 55 degrees Celsius and plus the problem is also part of the web browser so I doubt that it is a failing GPU because this 980 was working perfectly out of the box, it was overclocked as well and I but it back to stock speed and the problem is still occurring. I tried taking screen shots of the lines, however, they don't show up in the screen shots only on the screen. I just want to find the answer to this because it is super annoying and it ruins the games and browsing the web.
 
I honestly need help because now it is happening in other games, in CSGO it is the same as cities or minecraft at the title screen, though now when i open and play it there are no lines but the controls are weird and sometimes the controls don't respond and go with a previous command and then when i try to correct it it makes a beaping noise until it starts working again. :/
