Flask or xmpeg 4.1 download

Where can I download a copy of this. In their article on the Xmpeg 4.1 and the new Divx codec by Intel, the guys at Tom's say that the site mp3guest.com has it and that the site is in English too, but it all just looks like French to me, which is a language I don't speak. Any other sites out there I can find this on?
