Question Flickering issue

Hi.I got a problem with my screen flickering sometimes , when i open a game or i watch a video on youtube thats flicking some colors or whatever else my screen starts to flicker aswell , but not the whole screen just parts ( depends on what side was the video or if it was full screen ).Now there is a bit of a weird thing , first of all i noticed this happens more on a lower HZ , im using by default 165HZ refresh rate , but if i try to make it lower for example 60 the flickering is more noticeable.So basically the lower the HZ the stronger the flicker.The problem is that when i do play video game i don't have 165 fps all the time of course , so sometimes when i have like 60-70 even 80 fps the flickering is really annoying.But there is more weird stuff , the flicking it's ''repairing'' itself if i just wait some minutes.So when something triggers the flickers and i just mind my own business playing the game or whatever im doing the flicking its slowly dissapearing and it takes some minutes to fully be gone.Now i tried different cables , i tried Displayport i tried HDMI and no , it's not from the cable because even after trying all of them it's still doing this no matter which one i use.

My PC.
GPU: GTX 1650 4 gb GDDR5
CPU: i7 3770 3.2Ghz
RAM: 16 ddr 3 , 1333
Default Intel power supply ( 320watts )
SSD 1: 500 GB
SSD2: 250 GB
Motherboard: again some default intel thingy.
Monitor: DELL G2722HS , 165 hz , 27 inch , 1080p , g synch compatible.

Extra note.The problem started literally today out of nowhere when i was playing Ghost of Tsushima.First the image of the game was stuck on the screen and transparent and even after restarting the pc it was still there , after a bit of trying random stuff the transparent image that was stuck on the screen dissapeard and the flickering starts happening.So far i didn't get another stuck transparent image or anything but the flickering is keep coming back.

I don't recall Intel making a PSU. Please pass on a picture of what you see on the stickered side of the PSU. Include it's age as well.

Try and reinstall your GPU drivers, use DDU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode, then manually reinstall with the latest GPU driver sourced from Nvidia's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

My bad , when i said default intel thing i meant HP not intel i have no idea why i said Intel. The PSU itself is like this https://www.ebay.com/itm/175552934401 . I will try the DDU thing to remove the driver and im gonna do a clean installation and ill come back later with the results.

Im back , i did use the DDU to uninstall the driver and old stuff from other installations in safe mode and after a fresh install of the newest driver of course using the Administrator mode the problem is still there.

Update.The transparent images are coming back aswell.I belive this is the reason its flickering because the transparent picture is over the whatever is on the screen and its keep going back and forth like now is the transparent picture , now is the whatever else on the screen but fast so it make it look like its flickering.But im not sure but thats my theory.Still don't know how to fix it tho
