Flickering lights in certain games that is fixed by enabling Vsync?

When I'm playing Unturned or Rust I get these strange flickering lights on my screen, I recently got a new graphics card (Nvidia Geforce 970) after upgrading from my Nvidia Geforce 660. Is this some sort of screen tearing? Because when I search screen tearing completely different issues pop up. It does happen to a lesser extent in other games, but it's barely noticeable. I can't play Rust or Unturned with Vsync as it makes it borderline impossible to aim. It's my shitty quality phone camera but when I click the Vsync button on and off (as heard by my clicks) the flickering lights appear.

 
It looks the same really. It looks the same, whether it's on a static image or moving objects. Maybe it's just that I need to get a better monitor? I'll probably get a 144hz monitor either way in about two weeks. I've at least heard that getting a higher refresh rate monitor lowers the effects of screen tearing. This issue I have is called screen tearing right?, I don't seem to be having the same problems as those in youtube videos have, rendering explosions and stuff with bad pixeling errors. I may just have bad eyesight but all I managed to see after testing around in Unturned was the black "flickering" lights that I see. Is there any known term for this? I tried searching "horizontal black lines across screen" but those lines were way more disturbing.


 
I don't know if the monitor is the issue, it could be, but that would be because of the new graphics card as I regularly played Unturned with my friends when I was on my old Nvidia Geforce GTX 660. It never flickers as much as in Unturned, though it is noticeable in other games as well

 
hey Maddo , i have the same problem with my gtx 750 switched from a hd4670 what i noticed in my case is that when i messed around in the nvidia control panel enabling triple buffering , adaptive vsync and using full screen mode instead of borderless windowed the flickering barely appeared sometimes for 1 -2 sec , i also noticed when ingame it mostly happened when my fps exceeded 60 to like 62
 
Just a question, there is a restore button in the Nvidia Control panel. "Restores settings to the ones it was delivered with". Would that fix the issue? Or would it create problems, since I now have a new graphics card?
 
Try looking around. There should be restore default setting button. But you have to look it on each section because they were independent to each other setting. Otherwise when installing nvidia drivers (from package, not from GFE) there is option to clean driver install which will revert all setting back to stock.
