Question Flickering Lights, won’t boot. Bad PSU?

When I switch on the PSU on my PC the lights flicker and I can hear the PSU clicking on and off. I’m not even pressing the power button in this video - what do you think it could be? Seems like it’s shorting out? How would I go about trouble shooting this? Thanks!

What's the PSU involved? And the rest of the specs. Is this a new build or an existing build suddenly having problems? What's in the video obviously should not be, so hopefully we can narrow down the cause. I wouldn't turn anything on right now.

Thank you in advance for your help! I actually got it to boot but now when I try to shut it down the fans race at full speed and it won’t power off even though windows is totally shutdown. This is an existing system that I’ve had for years. I live in a fairly humid environment by the ocean and I’m wondering if the humid air has messed with the PSU maybe?
