Flickering textures using DX12

Hey guys,

I'm not sure it this is a windows or a hardware issue but I think it's windows.
On wednesday I replaced my mainboard, CPU and RAM and did a fresh installation of windows 10, all the drivers and the rest of the stuff I need.
When I connected a 2nd display on friday I started to have flickering textures in WoW and COD:BO4. COD is unplayable as everything is flickering, in WoW it's only trees.
This issue appears both on the dedicated graphics card and the one integrated in the CPU and doesn't stop when I disconnect the 2nd display.
If I switch to Direct X 11 in WoW it stops so it might be related to some technology only Direct X 12 uses.
Do you have any ideas how I can troubleshoot this?

Here's what I already did:
-switched the HDMI cable to a DVI cable
-disabled Shadows ingame (who knows...it could have helped)
-reinstalled the GPU driver with DDU (before I knew it happens on both GPUs)

Edit: I also replaced my PSU about 2 weeks ago because the old one was dying. Didn't have any issues with the old setup though.
 
Hey guys. I got new information. If I remove the dedicated GPU the flickering stops. If I leave it in one of the PCIe slots the issue persists, no matter which slot I use. Could this be the mainboard or is it the GPU for sure?
The mainboard I could still RMA...
Edit: When I play WoW without the dedicated GPU in my computer I have way less FPS as opposed to using the integrated GPU while the other one is still in my computer. Is it using ressources of my dedicated GPU while still using the integrated one? I'm really confused now...
 
I will do that, ask some colleagues tomorrow if they have another GPU and are willing to test mine on their system. Do you have any ideas about the question I edited in the answer I wrote before?
 
A single game is not a reason to get concerned, try more dx12 games, if they all flicker then is the gpu or motehrboards or psu but if only a few from 12 games flicker then it is game related (badly made game, yes i know it is WoW but even so big games or companies can screw it up).
