flickering white line at bottom of LCD

I am using samsung 2333TN LCD.

There is one annoying flcikering line at the bottom the screen. Pls see video attached.

The line only appear if I have white content on the screen. when the screen is showing substantially black content, the line would not be visible. any advice?

Get it checked if it is still under warranty.

problem is i cant seem to claim warranty from samsung if i dont have the warranty card.
Plus i think 3 years has passed.
