OK, so I've looked around and seen a few posts in different places stating a similar issue with what fixed them, however, nothing seems to work for me so far.
I will explain the kind of flickering I get:
Specifically, when G-Sync is turned on, I get flickering when playing a game, or running some other graphical program that uses the GPU like a game would, whenever in windowed mode.
This issue does not seem to happen (or at least it isn't something noticeable) when playing a game in full screen mode, and it's hit or miss depending on the game when using borderless windowed mode.
The kind of flickering is almost as if the monitor's different lighting zones are just going to town based on whatever is causing them to adjust on the fly on screen.
The screen isn't going black, but more like square zones across the scree are adjusting their lighting level making for a flickering effect. That's how it looks like to me.
Turning G-Sync off entirely of course fixes this issue, however, the issue persists regardless of either G-Sync option, meaning that if enabled for full screen it happens, and enabled for full screen & windowed it happens.
My monitor is a G-Sync monitor (not a FreeSync) and it has a range of 30-144Hz and I am not going below 30fps in games (not even getting close to 30) but at the same time, that shouldn't be the issue since the effect isn't there when playing full screen (or again, at least it isn't noticeable) so I don't think that's the issue.
I've tried using all three DP ports on my GPU and that doesn't help, and I highly doubt that all three are bad.
I cannot however try using a different DP cable at the moment, and I have read that it's possible this can happen when using certain DP cables.
However, the DP cable I am using came with the monitor itself from Dell and looks to be of good quality, but who knows.
And if I recall, this has honestly been an issue ever since I got the monitor, but I disregarded it because I pretty much never play games windowed, only full screen or borderless.
However, I am being more attentive to it lately as I have been playing Minecraft with Path Traced GI shaders from SEUS, and in order to get playable FPS I have to play at 1080p, and 1080p games full screen on a 27" 1440p monitor do not look good so I rather play it in a smaller window.
I have also tried lowering the refresh rate of the monitor as that has supposedly worked for some people as well. Did nothing for me all the way down to the lowest refresh rate.
Lastly, I do not OC my monitor, in fact, I don't believe I even can, I just use it as it is intended within it's specifications.
And I use the normal response time option as well and not the fast option (there's only those two) because the fast option is meant to be used in conjunction with an HDMI cable with ULMB turned on, otherwise enabling it with DisplayPort causes smearing and ghosting (also might be due to needing to lower refresh rate from 144Hz, not entirely sure, but honestly, I don't need it to be faster than it is, looks and feels fine at normal)

Drivers - Latest as of writing 446.14 (GeForce Experience not installed ATM)
OS - Windows 10 latest update 2004 (This is also a clean install I did just a couple days ago, and have yet to install much of anything other than drivers, web browser, and a couple other minor things like game launchers and stuff. Things that shouldn't get in the way of my display acting like this, but this issue has persisted through different versions of Windows and different versions of the graphics drivers over time)
So if there's anything anyone knows to help me understand something I might be missing to fix this issue or work around it, that would be great thanks.
I swear though, if it all comes down to my DP cable......... ugggghhhhhhh
