Fluctuating temps! Normal?

I am using a 4790K and a CM 212 EVO.

My CPU core temps are constantly fluctuating. For example, cores will go from 30C>33>40C>30C (same when idling in the 20's) all in a matter of a couple of seconds, or jump 10C or more in one second. Sometimes when opening a program, I've seen it jump 20C or more. This is using both HWMonitor and Real Temp, and these are idle temps.

The VID seems to fluctuate between 1.173, 1.226 and 1.279 quite a bit too.

Other than this, load temps seem good. Around 50C - 60C.

Is this normal?
 
Software temp monitors aren't really that accurate but still, it shouldn't fluctuate every second like you say.

Try measuring temps with Core temp. http://www.alcpu.com/CoreTemp/

Also, is your system free of dust? If not, grad a can of compressed air and blow it out.

I have core temp open, and temps seem a little more steady. I am still getting some odd jumps though.

Core #1 with a 5% usage spike (provided by Core Temp, 0% to 5%) went from 25C to 48C and then back to 25C in about a second. Core #0 did something similar, but with a 12% usage spike.


I'm also still seeing some jumps from, for example, 25C to 30C or even 25C to 34C sometimes, but it seems to mostly jump about 3C.
 
What are you doing when it spikes. Is it just at idle? Even when using my web browser, I get spikes of 5% in temps while 10% spikes in usage come up. What is your fan on the cpu set to? A constant speed or fluctuating with the temps? I actually run mine at the same speed all of the time. That will cause larger spikes in temps, but I hate the ramping sound of the fans. Maybe your cpu fan is just not compensating enough. You could bump the speed up a bit in the BIoS or with Speedfan and I bet the temp fluctuations will be smaller.
 



The computer is at idle while this is happening. It seems it fluctuates about 3C most of the time but even a small usage spike can raise the temp of a core by 10C or more. I've tested it under load, and core #1 will go from the low 30's to the mid 50's quite often (and instantly) then go back down only to do it again a few seconds later. The usage spike was usually from 15% - 20% to 40% usage or so.

Fan speed is constant (about 700 RPM) and only changes when under load (e.g. gaming).
