FN key not working correctly

my FN key is working backwards. I need to press FN to use my space bar, press FN to use 1 through 4 key (when I press these keys they work the function that would normally work only when pressing the FN key). To use the ! key I have to press FN+Shift+!(1). How do I reverse this?
