[SOLVED] Focusing on a window makes other windows run badly ?

Basically what happens is when i click on a window, it takes basically all my resources making multitasking impossible and ruining my music in the background or making my discord become damn near impossible to understand me, and video feeds stopping the second i click off and its quite annoying i never had this before, but it seems some sort of update forced this onto me.


my specs are as follows:

i7-9700f
B365m
32 gigs of ram
and a 1070

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.
ive tried that but seems to not work, its also so bad that whenever im playing a game or doing something slightly straining on my pc it will litteral make my audio for my mic so bad that its dang near unintelligible. also, for a 1070 it seems even my games are running slower. I dont know why this is but it didnt seem to happen up until a few window updates ago. anyways here is an example of whats going on https://streamable.com/gvze5t

one suggestion I read was to
  • Open Explorer and go to this "folder": Control Panel\All Control Panel Items\Power Options
  • Click on "Change Plan Settings" beside of the selected plan.
  • Click on Restore default settings for this plan.
  • Reboot.
