Folder colours on desktop

I am unable to understand why there is not a propper answer to a simple question/s.
"How does one alter, Font Size and Colour to Desktop Icons, Desktop Folders and Desktop Folder files"?
Can it, or cannot it, be carried out.
All the answers I read get one no where.
