FOP32-1 Still Good??

I just went through a thousand posts and a million sites looking for a cheap but good HSF(and not TOO noisy, i certainly don't want anything that sounds like a helicopter) for overclocking. Almost all the posts I read recommended HSF like the OCZ Gladiator, Vanteck FCE-something, TT Volcano II, and whatever...How bout the Global Win FOP32-1??? Do all those aforementioned HSF beat it??? It's 17.99 price tag is certainly tempting, and im close to buying it. I just want to know your 3-cents about it. If you have it, how loud is it?? Compared to what (like an electric fan)??? If you got any other cheap yet good HSF to suggest, my ears are open.

jg38141, i understand when you say that the FOP32-1 is as noisy as the Volcano II, but Im a little unclear when you say "and cools better"...which cools better??-FOP32-1 or VolcanoII??? Thanks!!!
 
patsvette, when you changed fans, how much difference in NOISE did you notice?? also let me know the before and after temps and system specs. thanks.
 
fop 32 is better than volcano II though not as cheap. Put the delta fan on it and it becomes a fop38- they're the same heatsink with different fans and the temp diff. was anywhere from 2-4 degrees for me.

before full load was anywhere between 48c to 51c and now its 37c to 39c also depend on how hot outside temps are too if its cool out and will be at 32 full load..
