What do you mean? If your internet connection has a max download of 8megabits per second, it's really not going to be good enough. If you're talking about LAN speeds between 20 PC's, 8megabits/s also isn't going to be good enough.
Basically, even though I'm not sure exactly what you're talking about, no. It won't be good enough.

This depends on what the PC's will be doing. If they are mainly browsing the web, maybe listening to streaming music with an occasional Youtube video you should be fine. If they are streaming TV over it, no. At my work we have 80 people using a 10Mbit line to the internet and it works fine.
