Nothing guarantees 4.5ghz as said in other thread. Having all the right parts helps a lot but if you are unlucky with cpu you get it may not be possible. How high you can OC depends a lot on how lucky you are with your cpu
depends on your vcore. i would say tier three limit is 1.30v otherwise you will try the motherboard vrms and mosfets over time. tier 2 should be able to handle 1.35v, but you will need something better than a dual 140mm phanteks/noctua or h100i. tier 1 should safely handle 1.40v all day but you will need a real 240mm copper rad with a nice pump and fans if you want to run that all day.
