for grafic card of desktop tower

I need to know the best grafic card for 4k resolution at 700 euros buget....i am thinking to take gforce 980 extreme edition which is 4gb 7200mhz what do you think???

motherboard: msi gaming 7 x99
ram: Kingkston 32gb 3000mhz ddr4
case: cosmos 2 ultra tower
powe supply: corsair 12000w
hdd : ssd kingston hyperx 240gb + 3000gbs baracunda segate
prossecor: intel i7 x-5960 8core

For 4K, no single graphics card will be able to max out games right now. I'd look at dual graphics card systems at least for 4K. The R9 295X2 is an interesting option for this, since it shouldn't cost much more than a 980 and offer much better performance (although I'm not familiar with its european prices). Other than that, you could consider dual 970's as well, or dual 980's, but the 980's cost a lot more for not as much more performance.
