For my build: GTX950, 960, or other? Is the 960 really justifiable?

First of all, some stuff according to the guide: My budget is ~650EUR, my benchmark is running ArmA 3 and GTA V at (very? D: ) high settings above 30FPS, my monitor is a LG E2240S-PN, and my current build is the following:

-i5 4460
-ASRock H97 Pro4
-ASUS GTX950-OC-2GD5
-Seasonic M12II 520W
-HyperX Fury 8GB DDR3 1600MHz (HX316C10FB/8)
-WD10EZEX 1TB Caviar Blue SATA3
-Samsung SH-224GB/BEBE
-Some cheap random case.

All this, with the 950, comes at 673EUR. Now here's my problem. The friend who helped me with this build says that while the 950 is fairly good in its own right, and will run the games I want it to just fine, I may have problems with future titles, and said the 960 (2 or 4GB) would be a better option. Except my current option costs 180EUR, and the 2GB 960 is 30EUR higher (the 4GB 60EUR higher). This is a big stretch for me, but on the other hand this got me worried about future performance. I don't want to run 2020 games at UHD, I merely want a card that will enable me to keep running games at good/decent settings with good performance/FPS for the next 4-5 years, so I'd like to know to what extent the 950 can deliver this kind of performance, or if the 960 is really worth the monetary evisceration. Am I underestimating the 960? Would a totally different card outperform both of these? Or am I just sweating over nothing and will be a happy camper with my choice as it is?
 
Solution
The 950 can usually overclock to perform the same as the 960, so if you dont mind a little overclocking you can save a few $ and do that.

Thanks for the suggestion. I checked the local prices for your build, and unfortunately it goes to 720EUR at best. Aside from the fact that it's hard to reach that amount, I am not sure I see enough advantages to justify it. General consensus here appears to be that the 6500 is not that much better than the 4460, and while people say the R9 380 is great, the only advantage I can see on paper is the memory bus. But I really don't know that much about the card, so feel free to correct me.

You did get me into thinking, nevertheless, about the processor/RAM combo, and I saw that if I swap out your PSU and your GPU for mine I could actually get the 6500 and the 2400MHz memory for the same money. Do you think that's a good idea, or not? Because if not, since according to RobCrezz I can OC the 950 to go to the 2GB 960 specs, I'd say that's what I'm gonna go with instead, because $$$.

The GTX 950 will run fine for most games at 1080p. It is essentially the same card as the 960 but with less cores. With a slight OC you can reach very similar performances. Knowing the prices in Europe (used to live in Germany) i would highly recommend the card. Here are some gameplay examples. As you can see it runs at maxed out settings on 1080p 60fps
