Question For some reason I've started having FPS drops ?

So I updated my BIOS and my Windows to the latest update, and after that games have started going from constant 70+, to 30 FPS and stuttering. I tried downgrading to the old Windows and the old BIOS, but the issue was still persistent. I even tried clean installing Windows and BIOS and graphics drivers again, but the issue is still there.
I have:

i5-4690
Z97 ProGamer motherboard
EVGA GTX 950
16GB Ram

Anyone can help with that?

brand and model of the psu?
cpu/gpu temp and usage during the game?
ram/ssd usage?

It's a CoolerMaster Rs-700-ACAB-B1 a 700W PSU
CPU/GPU Temp is between 50-60 and The CPU Usage is 34% GPU usage is 45%
RAM usage is 40% and SSD usage is 1%
Even tho I ran a game at high settings!
