Question Force game to run in 720p

I have a 720p monitor and when I try to open some games like Sekiro Shadows Die Twice or Need for Speed Payback, I get an out of range error. I need to lower down the resolution manually. BUT there are some things that I have tried
Editing game's configuration files is not an option.
Using STEAM's launch option is not an option (I dont have steam).
Also I have tried with the -window, -resolution parameters and they don't seem to work for games.
Is there any application or command argument that could force things like that. THANKS.

Why are you unable to edit the game's configuration files? What error message(s) do you get or what otherwise happens when you attempt game configuration changes?

It may or may not be a configuration issue. More information is needed.

Update your post to include full system hardware specs and OS information.

However if the system cannot, for some reason, support 720p then you cannot force it to do so.
