Force hotspot possible?

So I want to switch to an unlimited plan but I use my hotspot alot and with an unlimited plan it says it's not available with the plan. Is there a way to force the hotspot to work like some kind of app? Also it says that video stream is limited to 480p on all plans but on YouTube I've definitely streamed at 1080p60fps before. What exactly does it mean by that? Only website videos? Netflix?

It may be possible if you root your device. But any detailed instructions on doing that border on hacking, which is prohibited on this board. So I will leave it with that answer and close the thread.
