Force ShutDown PC Does not shut down properly stays on after pressing Shut Down from Normal Menu

Help guys this is really annoying problem I am having. The only way to shut down my computer right now is by holding down the power off button otherwise if I click the normal shut down from the start menu the monitor logs off but computer stays on and turns on back again. The hibernate option does not work as well if I click on Hibernate the monitor logs off but the computer stays on and nothing happens the restart option I think it works fine. Another thing I don't have Sleep as an option anywhere under the menu why is that ? Do different motherboards take different time to shut down ? I just upgraded my computer with brand new parts. A brand new motherboard, a brand new processor and a brand new graphics card. I don't know why this is happening I need help guys. Here is my motherboard information - BioStar H110MHV3 Ver. 7.x Socket : 1151 , My Processor - Intel Core I5 - 7600K CPU 3.80 GHz , Graphics Card - GeForce GTX 150 TI. I am very scared of why my computer is doing this.
 
This problem can occur because of one of the following reasons:

One of your processes or services is not shutting down properly.
You have a faulty or incompatible device driver installed.
You have a faulty or incompatible program running.
Malware.
Hardware incompatibilities.
First You need to do a basic check of your power settings . Right Click windows Icon lower left choose /Power Options/ What the power buttons do/When I press the power button/ choose Shut Down if its not already. Choose what you want the sleep button to do. also uncheck the Turn on Fast Startup box. Check all the other settings and set your power plan to balanced. Save changes and reboot.
If you find nothing unusual in Power settings and the shut down issue is not resolved
2. Right Click: Windows icon in the lower-left corner of the task bar
3. Select: Control Panel
4. Select: Trouble Shooting
5. Under System and Security Select: Fix Problems with Windows Update
6. Select: Trouble Shoot as an Administrator
If there were issues they should be fixed and you’ll see a green circle with a check mark indicating it.
Next would be Hardware trouble shoot
 
1. No malware found by running Malwarebytes Premium and Zemana AntiMalware Premium as well . I did those steps however everything is fixed under Windows Update. How in the world did everything worked with my old Asus motherboard and my old processor I7 Core and 970 GTX graphics card and now when I upgraded nothing works thought the processor is better and graphics card ?? Before I install the new parts the computer was shutting down normally and restarting down normally.
