Force VGA 640x480 Resoltion

I have 2 older Dell Inspiron 8100 legacy systems. One is WIN98SE and did fine dropping down into a DOS environment that displays DOS programs in a full screen VGA 640x480 mode. (It was used for some 3D modelling with a hardware lock via the serial port.) That video card is/has gone belly up so I tried to transfer the programs to another Inspiron 8100 I own that was running WIN98 SE but has been upgraded to Win XP. The problem with that system is that it will not display a program in the 640x 480 full screen mode. It keeps it narrowed down to the middle of the screen. That system also has at boot the Intel Boot Agent. It seems to be a Bios or Hardware issue not a software issue because I have switched the Hard Drives back and forth between the 2 units. And the issue still occurs regardless of what drive is installed. The unit that did work appropriately did not have the Intel Boot Agent. I have tried dinging with Bios (the F2 Settings), and find nothing on how to disable that item. I have found nothing in Bios that will let me change the screen to display the VGA 640x480 mode full screen when I drop out of Windows. Now attached are 4 pictures to illustrate what I am hoping someone can help me adjust or correct. I have tried ALL compatibility settings that I know of in Win98 and XP, ALL Display settings that I know of, etc. Have spent maybe 30 hours on trying to resolve this and still can't. Help please!

These are the pics I took with a camera and placed on my computer then transferred to TinyPic, This is what I am trying to correct so that the images displayed at boot or when not in the Windows Desktop will show up FULL Screen, otherwise known as VGA 640x480 resolution. Drop down to DOS mode and I need images at full screen not the small center screen as in pictures, please?
I can if need, take pictures of BIOS pages and also upload. Thanks if anyone knows how change this.
