it seems that after a while, there is no effect in clearing forest for
resource shields. i thought this was a bug, but i think it has to do with
using captured workers. has anyone else found this? is there a way around
it? i know it doesn't work when you're building WoWs.

Clearing forests only give shields *once* per square. So if you
plant a forest to replace one cut down, you can't cut the new one down
for shields. This wasn't true in the initial release of Civ3, but
patches fixed it.

If the nearest city is building a Wonder -- small or large -- no
shields are gained.

If you try to cut down a forest in another civ's territory, it won't
let you do that. You simply aren't allowed to cut forests down at
all, unless you declare war.

Seems odd, since you can do that in the real world (apart from the
shields part).

It is the shields part which matters. You can plant and cut down
forests all you want in Civ3 -- you just don't get a huge boost in
production for doing so repeatedly.

Before they fixed it, there was a micromanagement-hell method to
make any city productive: put a stack of workers nearby and order to
to make forest, one at a time, then cut it down, again, one at a time
because that is how the orders system works. With good enough workers
(industrious/democracy/replaceable parts), this makes huge stacks of
workers amazingly effective at generation production.

Far too good, and it bogs the game down, as well as giving the
player who does it an edge over those who don't. Which includes the
AI, because they weren't programmed to exploit this.

I am playing vanilla CIII 1.07f, and it seems to me that for as long as I
build forest and cut it down I get the 10 shields added to my city
production.

Is this a feature which was removed by a patch? is there a good list of the
features removed / added, on a patch by patch basis?

That was removed in a very early vanilla civ3 patch.
You should upgrade to patch 1.29f and then look over the readme file.
