Question Forgot windows live password on HP Stream 14. Need help in bypassing or resetting it.

I have tried to factory reset but it ends up failing with the message “No changes were made unable to reset PC”

This is 100% correct, and furthermore, we cannot help you with bypassing ANY security protocols, at all, because we have no way of knowing the history or legitimate ownership of the device. You will absolutely need to seek help from HP or Microsoft.
