Forgotten Password fix

Without divulging here the steps taken to get into the DOS mode "source" command, does anyone know why it returns an error message for the path C:\windows\system32\sethc.exe (etc) when I have already confirmed that path to be correct. We have one working password for the child of the house, but both adults have forgotten theirs having become Mac users. I now need to get them working again, but only know this one method.
