Format (ext4) under Windows or under Ubuntu installer ?

Hi. I'm about to have two OS, Windows 8.1 on my raided SSDs and Ubuntu on a partition on my HDD.
As of now the partition is empty and VeraCrypt-encrypted, and I wish to format it ( and break encryption ) but I don't know if I should format under Windows first ( before launching the Ubuntu installer from my thumb drive ) or if the installer will take care of that with no mess.

If it's better doing it under Windows, what software could format my partition in ext4 ?

I have no clue but I'm having a similar issue, I can't even access my windows version so I wanted to reformat everything but I'm also stuck on the ext4. Let me know how it goes also free bump!

Windows cannot format a drive as ext4, just use the Ubuntu installer.
