Format external hard drive

Hello,I tried formatting my external hard drive and it says windows can't format it

This is not normal but did you boot from this drive?

Need some additional info, "OS, HD"

make sure that no system files were attached to your external HD, and or try booting in safe mode "press f8 at startup" then try formatting again.
If that didn't help hook it up with another PC and give it a try,, just to eliminate the possibility of a damaged Hard Drive,,
