format hard drive and remove windows 10

I have a new "cloudbook" (i.e. an underpowered Chromebook competitor with a Celeron N3050 and a 16GB EMMC drive) which came with Win 10 installed. I have tried and failed to install Windows 7 to see if it will be any quicker than Windows 10, which is too slow for me to put up with. I have tried various settings in the BIOS but it seems to always hang at some, usually early, point in the installation. Is there perhaps some simple tool that will allow me to get rid of this annoyingly un-removeable OS? Does DOS still exist? I tried a Linux install but that didn't do the trick either. I am going to return the machine if I cannot get rid of Windows 10. And that would be annoying because, underpowered though it is, it would work as a travel laptop if I could only get an OS on it I liked.
 
Solution
A POS device is going to be a POS regadless of what OS you put on it. Just return it and get a Surface 3 (~400 when on sale)
